The dumpsters behind my apartment building have not been emptied in 3.5 weeks

These are the dumpsters for my apartment building, there’s twentysomething units in the building and up until now they have been emptied every week. 3 weeks ago we had a massive snowstorm that made the alley behind my apartment building super icy and the trash trucks couldn’t get back there for a few days so trash service was delayed. The snow has been melted for 2 1/2 weeks now and no one has come to get it.

Everyone is just throwing their trash on the floor, animals are getting into it and tearing the bags open and there’s rotten food and trash everywhere. My building already has a mice problem from what I’ve heard from neighbors, I’ve been lucky enough to not see any myself so far but I have a cat, so it might be due to that. I am so worried about the building getting rats because of this. I have sent emails about this, I’ve called, I’ve left voicemails. No one has gotten back to me with any answers. This company sucks. What can I do about this? I am in Detroit Michigan.
